Man believed to have shot and killed 18-year-old Laurinburg teen at a Waffle House identified

Carlos Lizano Jr. has been identified as the man suspected of killing 18-year-old Burlie Dawson Locklear on Friday morning while Locklear was working at Waffle House on Scotland Crossing Dr. in Laurinburg.

The Laurinburg police are searching for Lizano Jr., described as a light-skinned Black male with long dreadlocks, facial hair including a beard, 5’8”-5”10”, 140lbs-18lbs, wearing a dark blue hoodie, blue jeans, and white shoes. He is believed to be driving a dark grey Chevrolet, possibly a 2014 model.

Customer became upset while his food was being prepared

According to a press release from the Laurinburg Police Department, officers responded to a shots-fired call at approximately 12:42 a.m. Investigators reported that the unidentified suspect entered the Waffle House and placed an order. While his food was being prepared, he became increasingly agitated and verbally abusive toward the staff.

After receiving his order, he walked to his Chevrolet, turned around, and fired two shots towards the restaurant, hitting LocklearLocklear was transported to Scotland Memorial Hospital where he later died.

The suspect then fled the scene, heading down Scotland Crossing Drive towards W. Boulevard.
